Carry-on liquids rule: how to pack a quart-size toiletry bag

Rules change, so start with the source: the TSA's liquids page on tsa.gov. Here is what that page says, in plain words, as of October 2026.

What TSA says

  • Liquids, aerosols, gels, creams and pastes in a carry-on must be in travel-size containers of 3.4 ounces (100 milliliters) or less per item.
  • They go in one quart-size bag.
  • Medications and infant and child nourishments are listed as exemptions. TSA links to separate pages for those, so read them if they apply to you.
  • Putting the items in the small bag and separating it from your carry-on "facilitates the screening process."
  • Anything that alarms requires additional screening.

How to pack the bag

  1. Decide what you actually need. Shampoo, toothpaste, face wash and sunscreen first.
  2. Decant into small containers, or buy travel sizes. Check the container size: the limit applies to each container.
  3. Check lids and squeeze out extra air so they are less likely to leak.
  4. Put the quart bag where you can reach it quickly at the checkpoint.

What can go in checked luggage

TSA says larger liquid containers belong in checked baggage. Check your airline and tsa.gov for anything special, such as aerosols and flammables.

Keeping the rest organized

The quart bag covers liquids. Dry items such as a toothbrush, razor, comb or makeup tools can go in a separate pouch. Our Hanging Toiletry Bag measures 9.4 x 5.9 x 3.9 in closed and about 27.5 in hung, and has a clear pocket and a swivel hook. It is a bag, not a security-approved container: the clear pocket is not a substitute for the quart bag rule, so follow the TSA guidance, and do not rely on any pocket to contain a leak. Check lids.

Honest limits

Screening procedures can change, and officers at the checkpoint make the final call. Other countries have their own rules. Our products ship tracked in 8–14 business days with free US shipping.
